There are tons of gems and they cannot be all whitelisted. They need to be vetted for security and compatibility with Jekyll version and other plugins.
Just accept that it is not whitelisted.
And the tutorial to set up GH Actions and GH Pages and custom gems is still valid. If you have a specific problem why the tutorial does not work for you, share your error and log of commands.

Your English is poor so i am struggling to understand your questions
If you want to the timeago or any other plugin, follow the tutorial and use plugin in Gemfile
You should not care about the 17 Mar 22 date. That is probably when the website for the tutorial was last built.
All you have to do is use the plugin on your site and it will turn say 19th March into “two days ago” or whatever. Though you have to rebuild the site tomorrow so it will say three days ago etc.
If you follow to the end of the tutorial you will find a template repo with a demo site. Please follow the instructions on the tutorial and this repo to understand how the timeago plugin is used and what it does and then fork the repo and set it up yourself.

Then if you still cannot get the site to run on your GitHub account, then post a very specific question with what is not working. I answered the whitelabel part and attempted to answer " Did the tutorial work at Date 2022 03 19" but i still don’t understand why you think the tutorial website or the tutorial result does not work or what “not working” means.
