The error is explained in the following lines:

The full error message from Ruby is:
  ‘Unable to activate jekyll-multiple-languages-plugin-1.6.0, because
  jekyll-4.0.0 conflicts with jekyll (< 4.0, >= 2.0)’

If you look in the gem details at https://rubygems.org/gems/jekyll-multiple-languages-plugin/versions/1.6.0, you’ll see that version explicitly lists < 4.0.

So, you should use Jekyll 3.x. The easiest way is to edit your Gemfile:

gem "jekyll", "~> 3.8"

Then run bundle install
Then henceforth always prepend bundle exec to the jekyll commands. For example,

bundle exec jekyll build

or

bundle exec jekyll serve
